Consumer Guide to State Health Reform

Families USA and Community Catalyst are thrilled to introduce a new, interactive web tool for state health advocates. A Consumer Guide to State Health Reform walks advocates through the wide variety of options available to expand state health coverage.Community Catalyst and Families USA collaborate in states that are working to make consumer-friendly reforms, including both comprehensive and incremental reforms. The Consumer Guide to State Health Reform is a product of this work.
This guide will help advocates design health coverage expansions that build upon the current system of public programs, employer-sponsored insurance, and private market options including how to:
Lay a strong foundation of Medicaid and Children's Health Insurance (CHIP) coverage,
Regulate the private insurance market,
Build subsidy programs and pooling mechanisms,
Ensure there are adequate benefits and access to services, and
Find sustainable financing.
